Alameda County Culturally and Linguistically Appropriate Services (CLAS) Training Project

Since 2020, ONTRACK Program Resources (ONTRACK), in partnership with Alameda County Behavioral Health Care Services, has worked with agencies throughout the County to improve behavioral health access, outreach, engagement, and outcomes for the most under-resourced community members, including BIPOC and 2S+/LGBTQ+ communities. This work is accomplished through training and consultation on the implementation of the National Standards for Culturally and Linguistically Appropriate Services in Health and Health Care (CLAS) into programs, policies, and systems.

Project Strategy

  • Inform TA and training service delivery plans through a system-wide needs assessment, including SUD beneficiary engagement.
  • Increase the capacity of organizations to provide culturally relevant, and responsive outreach and engagement of African Americans, utilizing the concepts and strategies found in the National Standards for Culturally & Linguistically Appropriate Services (CLAS).
  • Infuse cultural competence into all aspects of the County’s management and service delivery system.
  • Expand and strengthen linkages to the essential non-SUD quality of life recovery supports, and services, by building collaborations between various organizations and systems to mobilize broader community action, and provide wider safety nets of support.

Project Services

  • Delivered high quality, customized TA designed to strengthen Alameda County SUD organizational infrastructures, data collection, culturally responsive and trauma-informed services.
  • Identified cross-system service delivery gaps and facilitate strategies to improve connections and engagement of African American TAY and adults.
  • Designed and produced regional training events focusing on specific African American subpopulations, including men, formerly incarcerated, women, women with children, LGBTQ, and TAY populations.
